What Remains?

The AI governance conversation has been unwilling to state this plainly: the most consequential risk is not malevolence, not error and not weaponization.  It is the structurl logic of opimization itself, operating on human cognitive architecture, without measurement infrastructure capable of detecting what it is doing.  When compliance simulation becomes indistinguishable from genuine alignment, governance has already failed - it simply has not noticed yet.

The detection primitives for human cognitive bias and AI agent misalignment are structurally equivalent. Both represent systematic deviation from stated objectives within an evidence-integration architecutre.

AI systems calibrated to dominate training distributions whose miscalibration becomes inaccessible to correction past the capability threshold whre compliance simulation is indistinguishable from genuine alignment.

Visting Professor - National Defense University (NDU)

Dr. Martin Trevino spent his career at the intersection of human cognition, behaviorial intellignece and national security. As a Technical Director at the National Security Agency (NSA) he developed operational frameworks for understanding and measuring human cognitive archiecture in high-stakes enviornments.

His subseqent work produced a portolio of patents in behavorial intelligence - the scientific foundation underlying both Scientia Technologies International (STI) commerical platform and The Scientia Initiative's indpendent research program.   He is the originator of the substrate-independence princile: the theoretical insight that detection primitives for human cognitive bias and AI agent misalignment are structurally equivalent. 

He founded The Scientia Initiative because independent scientifically rigourous analysis of AI's cognitive architecture impact does not exist at the level the current moment requires -- and waiting for the institutions to produce it is no longer viable.
